Howard was born May 9, 1938 in Galesburg, Illinois, the son of Lester and Esther (Bower) Lozier. After completing high school, Howard served in the US Army Reserves and married Sally Ruth Connor on October 27, 1962 at Corpus Christi Catholic Church in Galesburg. Howard worked for Burlington Northern Truck Lines for 6 years and went on to 30 plus year career at Gates Rubber Co., retiring in 1999. Howard loved antique cars, restoring several throughout the years. He was a longtime member of the West Central Illinois Antique Auto Club. He also enjoyed collecting various vintage gas station memorabilia. Howard could often be found tending to his yard, gardening, and working in his flower beds. In his younger years, he enjoyed playing his banjo.
