Richard "Rich" W. Bills, 66, of Galesburg, IL, formerly of Dubuque, IA, passed away suddenly, Sunday, June 21, 2026 at St. Joseph Medical Center, Bloomington, IL, surrounded by his family.

Rich was born July 3, 1959, the son of Robert L. & Leona (King) Bills, Sr, in Syracuse, NY. Richard married his soul mate, Christine C. Hillery on July 15, 1989, at St. Anthony's Church, Dubuque, IA. The couple shared 42 years together; having a daughter, Hilary and a son, Joshua. 

Rich graduated in 1977 from JCB High School, Phoenix, NY.

Rich worked as a machine builder for Eagle Window and Door for 18 years. His experience gave him the ability to build or fix anything, with his specialty being "RF-ing" it...AKA the "Rich Fix." Rich was a huge NASCAR fan and meeting his idol, Richard Petty, was a highlight for him. Building model cars brought him closer to his love of cars. Spending time with his grandchildren put a smile on his face and made him laugh. He had an amazing sense of humor and cracked at least one joke a day. He loved taking road trips with his wife Christine. He enjoyed going fishing, bowling, playing horseshoes and doing puzzles. When he couldn't be found fixing something, he was likely outside in his garden, with his puffball dog Izzy lying near by. He was a devoted son, husband, father, brother, uncle, grandfather and friend. People admired him for his caring nature and willingness to help anyone, anytime.

Richard was preceded in death by his parents; Robert Sr. and Leona.

Those left to cherish his memory include his wife, Christine Bills; daughter, Hilary Bills-Wales; son, Joshua (Angelica) Bills, all of Galesburg; brother, Robert L. Bills, Jr. of New Vienna, IA; four grandchildren and several special nieces and nephews.

Cremation rites have been accorded. A committal service will be held at Resurrection Cemetery, Dubuque, IA, on Saturday, August 8, 2026 at 1:30 p.m., followed by a celebration of life at 4975 Goldfinch Dr. Dubuque, IA. Contributions in Richard's memory may be directed to Christine Bills to assist with medical and funeral expenses. Watson-Tomas Funeral Home is assisting the family with these arrangements.
